Generally, a content management system (CMS) is a collection of procedures used to manage work flow in a collaborative environment. The content is usually stored in a database as XML so that it can be reused and edited. The presentation layer (what the user sees on the screen) displays the content as a set of templates. While the maintenance of this system does not require technical expertise, an experienced coder is needed to set up a CMS.
